About the Opportunity

The IM/IT Senior Systems Analyst reports to the IM/IT Manager, Business Intelligence Services. In this role, the IM/IT Senior Systems Analyst will engage with partners to translate data into information that can be used to support decision making.  This requires an in-depth understanding of the business environment, as well as technical environment.  The successful candidate will work with partners to determine business requirements, priorities, and define key performance indicators.  They will also ensure that business intelligence solutions present information in an accurate, reliable, accessible, and engaging way, leveraging modern enterprise data platforms including Oracle Health (formerly Cerner) ecosystems.  

Specific responsibilities include:
•    Work on complex, cross-functional, and provincial business intelligence solutions, including those integrating with Oracle Health (formerly Cerner) clinical and operational systems.
•    Conduct analyses of business processes and requirements across healthcare and enterprise data environments.
•    Design, build and improve scalable and resilient ETL/ELT pipelines using enterprise data engineering best practices, including Oracle Health data development tools (e.g., HealtheIntent, Millennium database structures, Discern Analytics, CCL, and Oracle Health reporting frameworks).
•    Develop and maintain integrations between Oracle Health platforms and on-premise and cloud-native data warehouses (Fabric, BigQuery, Azure Data Warehouse, Oracle Autonomous Data Warehouse) and relational or NoSQL databases, including implementations across Google Cloud Platform (GCP) and Microsoft Azure environments (e.g., BigQuery, Firestore, Azure SQL, Azure Synapse, Cloud Storage, Azure Blob Storage).
•    Utilize Oracle Health developer tools (e.g., Cerner CCL, Discern Explorer, HealtheIntent data pipelines/APIs, FHIR APIs, HL7 interfaces) to extract, transform, and validate clinical and operational data.
•    Follow and manage best practices and standards for data quality, scalability, reliability, reusability, and healthcare data governance.
•    Debug production issues across enterprise data platform services, including Oracle Health interfaces and integrations.
•    Partner with business, clinical, product, and data science teams to automate processes and improve healthcare data sets for analytical and reporting needs.
•    Interpret business and clinical requirements and determine optimum business intelligence and Oracle Health data solutions to meet needs.
•    Apply data modeling techniques to ensure development and implementation efforts meet healthcare integration, interoperability, and performance expectations.
•    Participate in healthcare data validation activities and provide input on the development of clinical and operational data quality metrics.
•    Provide input on policies and procedures for the form, structure, and attributes (e.g., security model, PHI protection, role-based access) of business intelligence and Oracle Health reporting solutions.
•    Collaborate with other team members and stakeholders, including clinical informatics and Oracle Health technical teams.
•    Complete other duties as assigned in relation to the position description.

About You

We would love to hear from you if you have the following:
•    Degree or diploma in Information Technology, Business Analysis, Health Informatics, or a Health-Related discipline. Consideration may be given to those with equivalent training and relevant experience.
•    Minimum of 5 years’ experience in a Technology, Business Analysis, Health Informatics, or Health-Related field.
•    2+ years’ experience in application programming, systems analysis, business analysis, systems support, or healthcare systems development.
•    Demonstrated experience working with Oracle Health (formerly Cerner) platforms, including Millennium, HealtheIntent, Discern Analytics, CCL (Cerner Command Language), and/or Oracle Health reporting tools.
•    Experience developing healthcare data integrations using HL7, FHIR APIs, and other interoperability standards.
•    Strong professional knowledge of and experience building event-driven and/or batch-processed ETL/ELT data pipelines, including pipelines sourcing data from Oracle Health systems.
•    Good knowledge of MS Fabric, Azure Data Lake Gen2, Azure Functions, Azure Data Factory, Azure Synapse, and related Azure services; experience working within Google Cloud Platform (GCP) environments including BigQuery, Firestore, Cloud Storage, Pub/Sub, and Cloud Functions is considered an asset.
•    Proven understanding of Python, Power BI, Tableau, and T-SQL.
•    Experience and/or training with healthcare information systems, clinical workflows, and healthcare terminology (e.g., ICD, SNOMED, LOINC) is considered a strong asset.
•    Strong analytical skills to gather and implement user and clinical requirements.
•    Experience designing secure healthcare data storage solutions and working with large volumes of structured and semi-structured healthcare data.
•    Working knowledge in testing and troubleshooting designed solutions, including healthcare data validation and reconciliation.
•    Strong data modeling skills, including dimensional modeling and healthcare data models.
•    SSIS considered to be an asset.
•    Advanced knowledge of SQL programming, including experience querying clinical data models.
•    Working knowledge of metadata management and its role in healthcare data governance and compliance.
•    High level of accuracy and attention to detail, particularly in handling PHI and sensitive health data.
•    Strong written and verbal communication, interpersonal, and organizational skills.

  • Permanent, Full-time position; 75 hours bi-weekly

Compensation and Benefits

$39.29 - $49.12 Hourly
