About the Opportunity
Reporting to the Director of Rehabilitation, Ambulatory Care and Supportive Care Services, the Health Services Manager (HSM), Chronic Pain Services is accountable for the leadership, planning, implementation, and coordination of Chronic Pain Services within the Northern Zone. The HSM oversees the daily operations of a multi‑site, integrated, and multidisciplinary Chronic Pain Service across the Northern Zone, ensuring coordinated access, standardized workflows, and consistent service delivery. In alignment with provincially integrated pain services, the HSM will work in close collaboration with Eastern Zone partners to strengthen and sustain the Chronic Pain Program at St. Martha’s Regional Hospital, ensuring the site is well supported through shared resources, clinical alignment, and operational coordination.
The HSM is responsible for the operational implementation of a provincially integrated and standardized Chronic Pain Service model across the zone, including oversight of all clinical and administrative workflows. The role requires strong operational and clinical expertise, sound decision‑making, change leadership, and effective collaboration with multiple clinical and administrative partners.
Working within a co‑leadership model alongside NSH leadership and physician partners, the HSM engages the interdisciplinary team to support high‑quality care, equitable waitlist management, and optimized patient flow. The HSM also provides zonal oversight of key performance indicator (KPI) development, in collaboration with provincial pain services, and ensures alignment with monitoring processes, quality and safety frameworks, and coordinated resource utilization.
This position supports and supervises a cross‑site administrative model, leads workflow development, standardization, and training, and ensures strong integration with Ambulatory Care, Perioperative Services, Rehabilitation Services, and Provincial Pain Services.
This role demands strong decision‑making, creativity, clinical and interpersonal effectiveness, and a commitment to continuous professional growth. It includes a broad range of technical, leadership, and financial responsibilities and requires high initiative and the ability to lead teams through change.
Travel within the Northern Zone (regular) and to St. Martha’s (occasional) is required.
About You
We would love to hear from you if you have the following:
- Bachelor’s Degree in a health discipline.
- Registration with the appropriate professional regulatory body (or eligible).
- Minimum of 5 years relevant clinical experience.
- Minimum 5 years recent experience in a leadership and/or management position with responsibilities related to program planning, evaluation, human resource and financial management within a unionized environment.
- Experience with chronic pain services preferred.
- Experience implementing multi-site clinical programs.
- Experience developing and facilitating strategies consistent with the principles of Organizational Health.
- Knowledge of and experience with change management principles and methodologies (PROSCI preferred).
- Demonstrated experience in quality improvement, process redesign, and workflow optimization.
- Excellent leadership, organizational, analytical, problem solving, conflict resolution, negotiation, strategic thinking and decision-making skills, with the ability to successfully change, adapt, overcome, and cope with unexpected challenges.
- Demonstrated proficiency in program planning, financial and human resource management, oral and written communication and interpersonal effectiveness.
- Demonstrated ability to develop and maintain strategic partnerships and collaborative working relationships with a variety of internal and external partners across the healthcare continuum.
- Demonstrated commitment to employee and self-development and continuous quality improvement.
- Demonstrated ability to lead within the LEADS in a Caring Environment framework.
- Proficiency with computer applications including Microsoft Word, Power Point, Excel, internet, email, and the ability to utilize health information systems for decision support.
- Physical and mental capabilities to perform the duties of the position such as managing multiple priorities, time-sensitive deadlines, stressful situations, working flexible/extended hours and travelling within and outside NSHA as necessary.
- Competence in French or other languages is an asset.
- Valid Nova Scotia Driver’s License and access to reliable vehicle.

Compensation and Benefits
$44.86 - $59.60 Hourly
